Governance

The Executive

The Student Union is organized by five student executive: a President, Vice President (Internal), Vice President (Finance & Operations), Vice President (Academic & External), and Vice President (Student Life). All five of these positions are elected by the students in the Winter semester.

Council

The Council oversees the operations of the Union. It is composed of the Executive, representatives of faculties, representatives of students from particular communities (e.g. International students, LGBTQ students), and the student representatives on the Board of Governors.  

Committees

The following committees are outlined in Bylaw 6 of the Dalhousie Student Union Bylaws

Budget and Finance Committee

  • The Budget Committee will be chaired by the Vice­President (Finance and Operations).
  • The voting members of the Budget Committee shall be:
    • The Vice­President (Finance and Operations);
    • Two members of Council who are not Executive Officers; and
    • One Member who is not a Councillor.
  • The Budget Committee shall:
    • Review the draft budget of the Union;
    • Consult with students regarding the Union budget;
    • Consult with Societies regarding the Union budget;
    • Where necessary, recommend amendments to the budget to Council;
    • Review monthly financial statements of the Union;
    • Review, as necessary budgets for Union businesses, events, and activities.

Bylaw and Policy Review Committee

  • The Bylaw and Policy Review Committee shall be chaired by the President.
  • The voting members of the Bylaw and Policy Review Committee shall be:
    • The President;
    • Two members of Council who are not Executive Officers; and
    • One Member who is not a Councillor.
  • The Bylaw and Policy Review Committee shall:
    • Review the Bylaws and Policies;
    • Bring to the attention of Council any inconsistencies within the Bylaws and Policies; and
    • Where necessary, recommend amendments to the Bylaws and Policies to Council.

Elections Committee 

External Committee

  • The External Committee shall be chaired by the Vice President (Academic and External).
  • The voting members of the External Committee shall be:
    • The Vice President (Academic and External); and
    • At least three Councillors who are not Executive Officers elected by Council.
  • Meetings of the External Committee shall be open to all interested Members of the Union and any other such people as determined by the Vice­ President (Academic and External).
  • The External Committee shall:
    • Assist in developing and implementing campaigns of the Union;
    • Provide information to students regarding:
      • Municipal, provincial, and national student issues, and
      • External affairs issues as may be determined from time to time; and
  • Assist Council and the Executive Officers in formulating positions on issues relating to the external affairs of the Union.

Grants and Sponsorship Committee

  • The Grants and Sponsorship Committee is chaired by the Vice President (Finance and Operations).
  • The voting members of the Grants and Sponsorship Committee shall be:
    • The Vice President (Finance and Operations);
    • The Vice President (Internal);
    • Two Councillors who are not Executive Officers; and
    • One Member who is not a Councillor.
  • The Grants and Sponsorship Committee shall:
    • Review and evaluate grant and sponsorship applications;
    • Approve or decline grant and sponsorship requests by Ordinary Resolution of the Committee as per Policy;
    • Report all grants and sponsorship gifts awarded to Council; and
    • Make recommendations to Council regarding Bylaw and Policy amendments related to grants and sponsorships.

Judicial Board

  • The Judicial Board is chaired by a third year law student.
  • The voting members of the Judicial Board shall be:
    • The Chair;
    • Two other students enrolled as law students at Dalhousie University's Schulich School of Law, preferably in their second or third year.
  • The Judicial Board shall:
    • At the request of Council make binding authoritative judgments on the correct interpretation of the Constitution and/or Policies of the Union.
    • At the request of an Executive Officer, Councillor, Committee Chair or Society make non-binding judgments on the interpretation of the Constitution and/or Policies of the Union.
    • At the request of Council, advise as to whether a violation of the Constitution or Policies has taken place by a Councillor or Council and, if appropriate, provide a recommendation of corrective action.
    • At the request of any candidate or campaign team in an election, review a decision of the Elections Commiittee to determine if it is in line with the DSU Act, Bylaws, and Policies.  Deliberations on questions related to any such request shall be held in-camera and decisions are final with no further appeal.

Oversight Committee

  • The Oversight Committee is a closed committee and shall be composed by July of each year with the following members:
    • Two Faculty Representatives on Council;
    • Two Community Representatives on Council;
    • Two Members at large.  
  • A Chair and Secretary shall be determined at the Committee’s first meeting by ordinary resolution.
  • The Oversight Committee shall:
    • Make recommendations regarding appointments for any vacancies that may arise in Union governance as per relevant policy;
    • Assist in identifying, interviewing, and recruiting candidates for standing committees;
    • Develop and recommend to Council the establishment, revision, or discontinuation of compensation and benefits for the Union’s appointed positions, and any revisions to appointees’ terms of appointment;
      • Any volunteer position receiving an honoraria shall submit an end of term report on their completed projects which must be accompanied with a recommendation for compensation by their supervisor;
      • The Committee will determine, based on the end of term report, if the honoraria will be disbursed in full or some portion thereof;
  • Conduct an annual performance evaluation of each Executive Officer, done in accordance with relevant policy;
  • Following performance evaluations, provide any recommendations to Council regarding:
    • Executive Officer roles and responsibilities;
    • Executive Officer remuneration;
  • Such other powers and duties as assigned by Council, from time to time.

Society Review Committee

  • The Society Review Committee is chaired by the Vice­President (Internal).
  • The voting members shall be:
    • the Vice President (Internal);
    • the Vice President (Finance and Operations);
    • two members of Council who are not Executive Officers; and
    • one Member who is not Councillor.
  • The Society Review Committee shall:
    • Evaluate Societies, as per Policy;
    • Ratify Societies by Ordinary Resolution;
    • Offer assistance to Societies where needed;
    • Report at each Council meeting newly ratified Societies; and
    • Make recommendations to Council regarding Bylaw and Policy amendments related to Societies.

Student Life Committee

  • The Student Life Committee is chaired by the Vice­President (Student Life).
  • The voting members of the Student Life Committee shall be:
    • The Vice­President (Student Life);
    • At least two members of Council who are not Executive Officers;
    • At least three Members who are not Councillors; and
    • A Member appointed by the Equity and Accessibility office.
  • Meetings of the Committee shall be open to all interested Members and any other such people as determined by the Vice­President (Student Life).
  • The Student Life Committee shall:
    • Assist Council and the Executive Officers in the development and implementation of diverse, accessible, and inclusive events and programming for students;
    • Create and implement all student life activities and annual events of the Union subject to direction from the Executive Officers and Council that may be provided from time to time;
    • Promote, encourage, anhttp://dsu.ca/sites/default/files/documents/2015-Policy-Committee.pdfd foster student society activities and participation in events; and
    • Make recommendations to Council regarding development of Policy regarding student life.
